An Inclusive Paradigm of International Migration was discussed at the Financial University under the Government of the Russian Federation

The partner of the Eurasian Peoples' Assembly, the Financial University under the Government of the Russian Federation, promotes the development of migration and socially inclusive areas in scientific research, analytical and expert activities, and the educational process. In 2017, the Scientific and Methodological Association on the Migration and Demographic Process was established. The Association  members are representatives of the International Organization for Migration, the Department of Labor Migration and Social Protection of the EEC, the Federation Council Committee on Constitutional Legislation and State Building, the State Duma Committee on Issues of Nationalities, the Main Department for Migration of the Ministry of Internal Affairs of Russia, the Federal Agency for Ethnic Affairs, the Commission on Migration Issues of the Presidential Council for Interethnic Relations of the Russian Federation, the Association Comitas - Gentium France Russia, etc.

On February 24, 2022, at the initiative of the Department of Political Science, within the XIII session of the Scientific and Methodological Association on Migration and Demographic Processes, a round table was held on the topic “Inclusive Paradigm of International Migration”.

The participants considered topical issues of global and national experience in regulating mass migration processes:

  • Social inclusion of international migrants in countries of entry.
  • Prospects for a single Eurasian labor market.
  • Migration potential of the regions of the Russian Federation, European countries.
  • Crisis migration from Asia, Africa, Latin America.
  • International legal regulation of forced migration and refugees.

Particular attention is paid to the forms and mechanisms of social inclusion of various categories of migrants and refugees.

Head of the Scientific and Methodological Association for Migration and Demographic Processes, Chief Researcher of the Faculty of Social Sciences and Mass Communications of the Financial University under the Government of the Russian Federation, member of the Migration Council of the Main Department of Internal Affairs of the Ministry of Internal Affairs Marina Galas presented the results of intellectual activity obtained as a result of research work on the fundamental topic "Theory of Regulation migration processes”. The results of a sociological survey of foreign job seekers in the Russian Federation on the social and economic inclusion of this category of international migrants were analyzed.

The discussion was attended by: Oleg Artamonov, Deputy Director of the Department of Labor Migration and Social Protection of the Eurasian Economic Commission; Alexander Kamkin, political scientist, Germanist, candidate of philosophical sciences; Tatyana Goroshnikova, First Deputy Dean of the Faculty of International Economic Relations, Associate Professor of the Department of World Economy and International Business, Candidate of Technical Sciences, Associate Professor; Nadezhda Kudeyarova, leading researcher at the Institute of Latin America of the Russian Academy of Sciences, candidate of historical sciences; Yuri Moskovsky, Chairman of the Commission on Migration of the Council for Nationalities under the Government of Moscow, Director of the Information and Analytical Center "Prognoz"; Dmitry Poletaev, Director of the Center for Migration Research, Ph.D. in Economics; Victoria Samsonova, Leading Researcher, Center for Korean Studies, Institute of the Far East of the Russian Academy of Sciences, Candidate of Economic Sciences; Olga Sinitsyna, consultant of the department of state policy in the field of social and cultural adaptation and integration of foreign citizens of the FADN of Russia.

Interest in discussing the issues of the session of the Scientific and Methodological Association on Migration and Demographic Processes was shown by: Igor Khalevinsky, member of the Supreme Advisory Council of the Eurasian Peoples' Assembly, chairman of the Association of Russian Diplomats; Kira Kovnat, Head of the Department of International Cooperation of the Eurasian Peoples' Assembly, Kirill Shevchenko, Expert of the Bureau of the International Organization for Migration in Moscow.

The session was supported by Alexander Shatilov, Dean of the Faculty of Social Sciences and Mass Communications, Professor of the Department of Political Science of the Financial University under the Government of the Russian Federation.

At the end of the event, the main tasks of regulating international migration flows were identified and formulated, the potential possibility of using the RIA "Methodology for determining the migration potential of the regions of the Russian Federation using mathematical methods of operations research" and the classifier of migration indicators and indicators of the EAEU countries for monitoring and regulating the single labor market of states - members of the EAEU through the information and analytical system developed by the EEC was discussed.

Following the discussion, a resolution will be prepared for public authorities authorized to resolve issues of migration and social inclusion of the labor market.
