VII International Arctic Summit "Arctic: Prospects, Innovations and Development of Regions" – Outcomes

The next VII International Arctic Summit "The Arctic and Offshore Projects: Prospects, Innovations and Development of Regions" (Summit "Arctic 2023") was held on May 31 - June 02, 2023.

The Summit events were held for the second time at the sites of the two oldest universities of the Ministry of Transport of Russia: in Moscow (May 31, 2023) – at the Russian University of Transport (RUT (MIIT)), the largest industry university in Russia, which has a glorious history since 1896 and, in St. Petersburg, (June 1-2, 2023) at the State University of the Sea and River Fleet named after Admiral S.O. Makarov (GUMRF), which trains highly qualified personnel in the field of water transport.

The organizer of the Summit is the Arctic Council of the Eurasian Peoples' Assembly together with the Arctic Academy of Sciences and the Institute of Arctic Oil and Gas Technologies of the Russian State University of Oil and Gas (NRU) named after I.M. Gubkin, the Russian University of Transport (RUT(MIIT)) and the State University of the Sea and River Fleet named after Admiral S.O. Makarov with the support of the Committee of St. Petersburg for the Arctic.

The Summit was dedicated to the 90th anniversary of the Northern Sea Route, the national and most important transport artery for the development of the infrastructure of the Arctic zone of the Russian Federation, and the Day of the Polar Explorer, which has been celebrated in Russia annually since 2013. The Summit takes place during the "Decade of Science and Technology" (Decree of the President of the Russian Federation of April 25, 2022).

At the Summit, practical issues of science and modern innovative technologies were widely represented, including shipbuilding, the development of natural resources in the Arctic zone and the implementation of specific regional and sectoral projects.

Within the Summit, agreements on cooperation were signed between the St. Petersburg NGO "Arctic Public Academy of Sciences" and the NGO "Association of Polar Explorers of St. Petersburg", between the St. Petersburg NGO "Arctic Public Academy of Sciences" and the Scientific and Educational Consortium "The Future of Arctic Architecture and Climate Dynamics", between St. Petersburg NOO "Arctic Public Academy of Sciences" and the International Association GATINGO, aimed at assisting in the implementation of scientific and coordinating activities to provide academic support and advice on all issues related to the activities of Arctic organizations, the implementation of scientific research, contributing to the integrated harmonious development of the northern territories, fundamental improvement life of northerners.

In order to develop the creative and scientific activity of Russian students and graduate students of leading universities, an annual Competition of research papers aimed at sustainable development and development of the Arctic was held within the framework of the Summit. The competition was held as part of the Year in Russia "Teacher and Mentor" (Decree of the President of the Russian Federation of 06/27/2022). The solemn ceremony of awarding the winners and laureates of the Scientific Papers Competition among students and graduate students was held on June 2, 2023, on the third and final day of the Arctic 2023 Summit. This year, the Eurasian Peoples’ Assembly, the co-founder of the Summit, established the main prize, which the Summit Directorate called the “Polar Star”. The winner of the 2023 competition was Victoria Ivanova, a student of the St. Petersburg State University of Architecture and Civil Engineering, with the work “Multifunctional complex in the structure of a quarter. Salekhard.” She was awarded the main prize and the Diploma of the Contest winner. Seven more people from the Republic of Sakha (Yakutia), Murmansk, Nizhny Novgorod, Moscow and St. Petersburg became laureates of the Competition. All of them received Diplomas of laureates and memorable gifts.
