On December 3-4, 2020, the BRICS Seminar on Governance and Cultural Exchange Forum was held in Beijing, the capital of China, via videoconference.

The forum was organized by the Publicity Department of the Central Committee of the Chinese Communist Party (the Propaganda Department), the China International Publishing Group, the Russian-Chinese Friendship Society, the Chinese newspaper Guangming Daily, and Rossiyskaya Gazeta. It gathered more than 150 participants from all BRICS countries and became, according to the words of Chinese Ambassador to the Russia Zhang Hanhui, “an important continuation of BRICS Summit” held on November 17.

Russian was represented at the Forum by: Galina Kulikova, First Deputy Chairperson of the Central Board of the Russian-Chinese Friendship Association; Marat Abulhatin, First Deputy Editor-in-Chief of ITAR-TASS; Valery Ruzin, President of the Eurasian Academy of Television and Radio, member of the General Council Presidium of the Eurasian Peoples’ Assembly; Alexey Maslov, Director of the Institute of Far Eastern Studies.

The theme of the Forum is “Maintaining openness and inclusiveness to implement the new cultural policy of BRICS countries and bring BRICS interpersonal and cultural exchanges to a new level”.

Valery Ruzin gave a speech on “Creating new momentum for interpersonal and cultural exchanges by turning crises into opportunities”.

In his speech Valery Ruzin drew attention to the fact that in difficult times, cultural initiatives that unite people are especially significant and important, as they are built not so much on an economic foundation, but on strong interpersonal and cultural pillars. The undeniable advantage of BRICS Alliance is based on the common long-term interests of its member civilizations, which in itself is a powerful anti-crisis factor. A special role in this civilizational process belongs to the Russian and Chinese civilizations as the most potentially passionary in the new reality.

Under these conditions, the role of public organizations working in the Eurasian space is significantly increasing. Today the most significant of them is the Eurasian Peoples’ Assembly, which brought together representatives of more than 50 countries. The Eurasian Peoples’ Assembly, together with the Eurasian Academy of Television and Radio, became the main organizers of major international platforms and projects for the preservation of historical memory. This is, first of all, the Sevastopol International Documentary Film Festival “VICTORIOUS TOGETHER”, as well as the International Public Forum “Preserving the memory of the Second World War and the Great Patriotic War”. Professionals in the media, film and television industries of China regularly attend these international events.

Russian-Chinese Television Cooperation Forums held since 2005 by the Eurasian Academy of Television and Radio in cooperation with the China TV Artists Association in Beijing, Moscow, Shanghai, Xian and Sevastopol, the implementation of the Academy's initiatives to create joint Russian-Chinese feature films, documentaries and series, seminars, roundtable meetings, conferences and festivals with the participation of BRICS countries representatives, the establishment of centres for documentary films study significantly contributed to the development of information bridges for the integration of cultures.

One of the Forum outcomes may be a joint conference “The first victories of the anti-fascist coalition in the Second World War”, dedicated to the 75th anniversary of the Victory at Moscow and the defeat of Japanese militarists at Changsha. The Eurasian Peoples’ Assembly and the Eurasian Academy of Television and Radio proposed to held the conference in September 2021.
