The first international Caspian Digital Forum will take place in Dagestan on November 2-3. Representatives of the countries of the Caspian region will gather at one site to decide how to build a digital ecosystem around the North-South international transport corridor.

The concept of the forum was developed by the Ministry of Digital Development of Russia, industry federal executive authorities, the Government of the Republic of Dagestan and a subsidiary of the Eurasian Peoples’ Assembly ANO “Laboratory of Digital Transformation”.

The forum will also be attended by Russian specialists in the field of IT solutions, industry experts, and representatives of federal and regional departments.

Such areas as transport and logistics, cybersecurity, ecology, tourism, integration of science and education will become the subject of attention.

Issues in these areas were updated by the Secretary General of the Eurasian Peoples' Assembly Andrei Belianinov in June this year at the XIV International IT Forum with the participation of the BRICS and SCO countries, held in Khanty-Mansiysk.

“We took the initiative to create an international association of seaports of the countries participating in the North-South project. Two functions could be assigned to this association: dispatching of maritime transport and bringing together the technical regulations of the participating countries. We need to ensure the most comfortable passage of cargo along this corridor. This is definitely an international task,” Belianinov said.

At the same time, according to him, it is necessary to resolve the issue of financing this project.

"We should think about how to use national currencies in settlements, because the investment volume is estimated at $10 billion, maybe a few tens of billions of dollars, but these are absolutely "working" amounts for the implementation of such a global project. I urge to think about everything that concerns payment systems," said Andrei Belianinov.

The Secretary General of the Eurasian Peoples' Assembly also noted that work on the creation of the North-South transport corridor has been progressing “quite hard” since 2002, but now the project has entered an active phase. “Iran believes in this project the most and has advanced the most in terms of creating infrastructure,” Belianinov emphasized.

It is assumed that answers to the questions posed can be proposed at the forum in Dagestan. The format of the platform will go beyond standard panel discussions and dry exchange of opinions. Participants will enjoy active work in groups during strategic sessions.

It is expected that the forum will strengthen cooperation between countries and identify the necessary steps to overcome barriers in the implementation of the international North-South project: representatives of the participating countries will be divided into industry working groups, within which colleagues will exchange the current status of countries’ readiness to implement the project in parts of the regulatory framework, technological and technical capabilities, material and resource components will determine what countries lack for successful integration into the project. The best solutions based on the results of group work will be selected at a plenary meeting.

Also, within the forum, it is proposed to develop and approve unified standards for cross-border exchange of information and documents, a unified standard for digital signature, data security, logistics, tourism, environmental management and projects using artificial intelligence.
