In 1978 Andrey Belyaninov graduated from the G. V. Plekhanov Moscow Institute of National Economy specializing in finance and credit, economist.

In 2005 he received the degree of Doctor of Economics, in 2015 - Doctor of Political Sciences.

After graduation, Andrey Belyaninov was invited to work in the KGB of the USSR. He worked in a number of foreign countries, in the second half of the 1980s - an employee of the USSR Embassy in the GDR.

In 1992-1994 — Deputy Chairman of the Management Board of REA-Bank.

In 1994-1999 — Deputy Chairman of the Management Board, Chairman of the Management Board of Novikombank.

Since 1999 - Deputy General Director of FSUE Promexport.

In 2004-2006 - Director of the Federal Service for Defense Contracts.

In 2006-2016 - Head of the Federal Customs Service of the Russian Federation.

In 2017-2020 — Chairman of the Board of the Eurasian Development Bank (EDB).

Since 2017 - Secretary General of the International Union of Non-Governmental Organizations "Eurasian Peoples' Assembly".
